FINDERN PARISH COUNCIL FOOTPATHS SUB COMMITTEE
Notes of a Meeting held on 17th November 2005
Present: Mrs L Froggatt, Mr N Froggatt (Chair), Mr S Bell, Mrs S Wilson, Mrs L Lenton, Mrs H Hall, Mrs F Prockter, Mrs R Ross, Mr A Laxton, (Derbyshire Countryside Service) Cllr. M Ford, Mr V Wright and three parishioners (Mrs K Kirkham ,Ann ?, and Stephen Roe).
1: Apologies: Apologies for absence were received from Mr P Wilson, and Mrs J Ashford.
2. Declarations of Interest: Mrs Froggatt made a Declaration of Interest in respect of her membership of the Crime Reduction Team.
3. Finance and Fundraising:
i) Whitbread Funding: Mrs Froggatt requested ideas and suggestions as a matter of some urgency for the funding which specified six lots of work at £50 in different locations.
ii) Lottery Funding: Application delayed for the time being.
iii) The Rights of Way cheque for £385 was passed over and which is based on footpath mileage. A reply is still awaited over concerns that this is underfunded.
iv) Mrs Froggatt tabled a Progress report and financial statement regarding the Ballast Hole and Stanhope Hole projects and Mrs Ross indicated that the group had sufficient finance to complete the projects without recourse to loans.
4. Notifications and Correspondence:
i) Derby City Council are organising a walk along Priory Way commencing at Moorways Community School on 30/8/06 commencing 2pm, refreshments afterwards in the Parish Rooms. Mrs Prockter and Mrs Lenton are to check out the route in Spring 2006.
ii) Repton Parish Council had seen the Findern footpath indicator board and had requested details of manufacture and procurement.
iii) Mrs Froggatt had spoken to two representatives of the Highways Agency on the land the other side of the locked gate, which they stated was being considered as a nature reserve. A contact had been established with the Highways Agency and Cllr Ford offered to progress the matter.
iv) The Probation service has been renamed the Community Payback Service and two group members (Mr Froggatt and Mr Bell) are to attend the launch.
v) SDDC have requested a response to their draft Corporate Plan, which was completed in order to meet the closing date.
vi) Underpass Project-The coating of the A50 underpass with anti-graffiti paint by the young people has been proposed and permission is being obtained from Connect.
vii) The Youth Service had requested copies of the agenda and minutes of the group.
viii) Problems with two dogs and admonishment had been reported down the muddy extension of Longlands Lane, which was thought to be private land, Mr Bell offered to confirm this.
5. Report of Green Apple Presentation:
Mr Bell reported on the success of the bronze Green Apple Award presentation held at the House of Commons on 8 November. The actual award consisting of a green apple on a marble base with plaque was passed round and was featured in the Burton Mail, who had supplied a placard ‘Findern Project,Best in World’
6. Stile and Fingerpost Replacement:
These are to be determined for Priory Way.
7: Update on Projects:
i) Stanhope Hole -The information board is being delivered this week. Future progress is to be discussed with Andrew Laxton. Matters of building a brick sluice and dam have been agreed with the Environment Agency.
ii) Ballast Hole Pond- The situation over the £5000 Biffa funding was outlined as 50% at project start and 50% on project completion (Please see 3iv) above). The treeplanting and pond-dipping platform remain to be completed.
iii) Crow Park Way planting- This was completed on 14/11/05 with £300 funding obtained from DCC.
iv) Other-Mr Bell enquired about our future liability in respect of fire or vandalism in Stanhope Wood. It was pointed out that insurance could only be taken out by landowners. Mrs Froggatt is to discuss the matter further with Mr Cox.
. Concern was expressed about securing the long term future of Stanhope Wood. Mrs Froggatt agreed to speak to Malcolm Roseburgh about this.
Mr Laxton is preparing a walks leaflet similar to Aston Historical Society. Cllr Mrs Ann Hood pointed out that Tourism funding was available and the Clerk offered assistance from the Findern Historical Society. It is estimated that about £365 would be required.
Mr Roe reported very successful results from an inspection at Brackensfield, OgstonWoodland, where 26 bat species were identified including 2 new species. An inspection of the Findern bat boxes was agreed for January.
8. Evaluation of Make A Difference Day on 29th October.2005:
Completed satisfactorily with trees replaced.
9: Arrangements for National Tree Week 26 November 2005:
Meet in the Greyhound car park bringing wheelbarrows and spades at 9.30 a.m. on 26/11/05
10. Bridle Path:
Both Mrs Froggatt and the Clerk had received letters and maps finalising the diversion route for the bridle path, which were passed round. It was stated that money was earmarked in the DCC budget for 2006/2007, but there were varying views on the potential start date. Mrs Froggatt had been to DCC and had also attended 3 site meetings. The stiles and horse hops had all been approved by the police. After considerable discussion it was RESOLVED for the Clerk to write to DCC expressing no objections on behalf of the group to the proposed diversion order and thanks for the all the efforts and hours of consultation and massive investment for the diversion to proceed. However certain matters still require clarification including:
i) Why no apparent consultation with any equine bodies e.g. British Horse Society in respect of security?
ii) Extent and material for the resurfacing of the canal bank?
iii) Confirm fencing of the banks below the locked gate as agreed between Peter White and Cllr M Ford.
iv) Provision of mounting blocks either side of the railway bridge tunnel?
v) Draining of the railway bridge tunnel?
vi) Various signs e.g.:- Riders Dismount (On railway bridge) Guidelines for using bridle path (At each end)
