2. Declarations of interest:
Declarations of interest were made by Mrs. H Hall in respect of the hedge planting (item 9).
The minutes of the last meeting held on the 1st November 2007 were then accepted as a true record after amendments to the numbering of item 6 to 5, sems to seems and the deletion of ‘and Mr. Bell is to investigate the schedule (item 7).
4. Matters Arising:
Mower security-Transfers had been obtained for the mower at a cost of £10 and security marking had been carried out by the police free of charge with a saving of £80. Derbyshire Clean-up 20/02/09-T shirts had been obtained and more litter picking sticks are required and may possibly be borrowed from BTCV.
Youth Activities-Teresa Cain (DCC) is organizing a junior Footpaths group to be called Findern Footsteps and whose activities will operate under Findern Footpaths Group guidance.
Approval was received from the Group for the framing of the photograph of representatives collecting the Excellence in Community Award.
5. Finance and Fundraising:
Mr. Orme announced that the reserve account stood at £6212.19 and the current account at £2435.00.
Mrs. Froggatt tabled a status sheet on the Breathing Places funding, which showed an underspend of £970.04. After some discussion the decision was reached to purchase some wildflower bulbs and plugs, replace the picnic bench to be supplied by the Greenwood Trust and Mr. Froggatt is to investigate the price of a small garden sized trailer, all items conforming to the Breathing Places item requirements.
Mrs. Froggatt also reported that a grant of £100 had been received from the Woodlands Trust and that free trees were available from the East Derbyshire Woodland project. The decision was taken to obtain trees to repair hedges and planting at Ballast Hole Pond from the East Derbyshire Woodland Project and utilize the £100 from the Woodlands Trust for tree shelters and further trees. Mrs. Froggatt continued with the news from Debbie Court (DCC) that Naturesave (An ethical insurance co) and The Weston Foundation provided grants for environmental work. Suitable projects were agreed as access gates for Cardales Meadow an information board and more seeds and plugs.
Communications and Notifications:
It was agreed that a letter should be sent to the Derby Evening Telegraph expressing thanks for all the support and contributions that the Group and the village has received from the Community Payback Service. Reference is to be made to the organisers and the Group’s website and will provide positive publicity for the Service-ACTION-The Clerk.
Christmas cards had been sent to local landowners and supporters and also had been received from Mark Todd MP and Kate Allies (SDDC). A letter of thanks had also been received from Jean White for the Group’s support in providing a Christmas tree for the festival held in Church. Mrs. Hall and Mrs. Lenton were thanked for decorating the Group’s tree and were offered any expenses incurred. Mrs. Bell had taken photographs of all the trees in the church.
Mr. Orme suggested providing Footpaths Group leaflets to all the hotels in Derby in view of the increasing visitors to the Westfield centre.
Memorial trees for Mr. J Chisnall and Mr. G Chambers had been planted and thanks had been expressed by their families.
Mr. P White (DCC) wishes to make a short (~ 3 minutes) film of the Group for display on the Website, ideas are requested by the next meeting. Mr. White also expressed his thanks for the invitation to the Group’s Christmas dinner.
Mrs. Froggatt had viewed the DCC Rights of Way Improvement Plan on the DCC website. More support was promised for local groups with possible modification to the current minor maintenance agreement and potential reverting to the Parish paths arrangements, which would enable bigger projects.
A letter had been received for Debbie Court (DCC) requesting support by way of a letter to the Environmental Services towards the inclusion of a biodiversity indicator in the Derbyshire Local Area Agreement. The letter appeared to be rather complex and a full understanding is to be reached before a response is made ACTION-The Clerk.
It was announced that the Breathing Places website has been changed and that a new password is to be obtained. ACTION-The Clerk.
A problem had occurred with the delivery of two seats from the Greenwood Trust. A letter had been sent complaining of the inadequate and unsafe unloading facilities and the imposition of a delivery charge of £70.50. Mrs. Froggatt had spoken to Greenwood, who had agreed to waive the charge and were anxious to maintain good relations. It was agreed that in future all aspects of delivery and unloading will be confirmed beforehand.
7. Maintenance and Usage Reports on Public Rights of Way:
A brochure on stiles has been sent to Mr. M Atkins (Turnpike Way) and the replacements are to be progressed ACTION-Mrs.Tidy/Mrs. Froggatt. A letter was read out from Dr. Horton regarding the broken dogstile on the Potlocks footpath and Mr. D Atkins (SDDC) is to make an inspection on 04/01/08 at 2 p.m. and will also take the opportunity to examine the poor surface on Crow Park Way and the damaged rails on the Gostilles.
7A: Condition of Village Map and Turnpike Way Signs:
Still no response has been received from Caliba over the Village sign and the sign on Airport Way. The Clerk is to telephone the company to ascertain the situation regarding the Village map and also progress the quotation for the Turnpike Way sign. ACTION-The Clerk.
When the concrete foundation has been removed from the post/lectern it will be taken to the blacksmith at Willington to have the damage repaired. ACTION-Mr. Froggatt/Clerk.
8: Mower Warranty Claim:
A hydraulic oil leak has occurred from the new mower and a warranty claim/repair is to be organized. ACTION-Mr. Froggatt.
Cardales Meadow-The trial strip has been ploughed by Mr. Hicklin, who is to receive a gesture of thanks from the Group. ACTION-Mrs. Hall. Some work is necessary in further breaking up of the ground with rakes and a working party date was fixed for Monday 14th January 2008 at 2 p.m.
Hedge Planting-Common Piece Lane & Crow Park Way-The date was agreed as Saturday 2nd February 2008 at 10.00 a.m.
National Nestbox Week-Mr. M Atkins has given his approval to site nestboxes on Turnpike Way and is to be sent a letter of thanks with a confirmation of the date. ACTION-The Clerk. The vicar has still to be approached with a view to using the churchyard. ACTION-Mrs. Hughes. The date for installation was agreed as Thursday 14th February 2008 at 10.00 a.m.
Other-The Clerk suggested that as the Veteran Trees exercise was drawing to a close should not some plans be drawn up for the proposed Ancient Hedgerows survey. The Historical Society is to be approached for any suitable maps. ACTION-The Clerk.
Easter Egg Hunt-Mr. Froggatt suggested an Easter Egg Hunt via clues and ending up in Church A suitable date of the Saturday before Easter was suggested. Mr.Froggatt offered to carry out the organization of the event-ACTION-Mr. Froggatt. Mrs. Hughes is to contact the Church.ACTION- Mrs. Hughes.
10: Dog bin, Common Piece Lane:
Mrs. Hall reported that the dog bin on Common Piece Lane was in poor condition and required replacement. Mr. Bell pointed out that replacement and emptying of the bins was very expensive amounting to some £874.95 for dog and litter bins in 2006/2007.
The matter will be placed on the agenda for the next Parish Council meeting on 14th February 2008.
11. Parish Walks:
The decision was taken to participate in the Derby City Council ‘Let’s Go Wild’ programme for 2008 despite the Council’s policy of non prior booking. The date for the Priory Way walk was decided as Sunday 7th September 2008 commencing 2 p.m.from Derby Moor Community School car park. A minimum of six volunteers (Mr. Orme, Mrs Ross MBE JP, Mr. and Mrs D Tidy, Mr. Bell and ano) will be necessary to oversee the walk with all the appropriate precautions including lead, trail, mobile phone, first aid and risk assessment. Mr. Laxton is attempting to organize a circular route walk on Priory Way including Heatherton Village and would also like to produce a Priory Way leaflet.
12: SDDC Walking Festival 2008:
Mrs.Tidy distributed copies of the minutes of the last meeting of the Steering Group. A personality, as yet undecided, is to launch the event. Whilst it was originally hoped that the launch could take place in Findern it has transpired that this will now occur at Rosliston.
13. Wildlife Bank:
Mrs.Hithersay reported sighting grey wagtails at Stanhope Hole and the Clerk a mistle thrush on Doles Lane. The buzzard has again been sighted over Stanhope pond and a large Fox by the Clovermead Kennels by Mrs.Hall.
14: Yearly Plan:
Mrs. Froggatt requested ideas for the Autumn of 2008 and the response included bulb planting at Cardales Meadow and Stanhope Hole. Date of next Meeting: 02/02/08 in the Parish Rooms commencing 7.30 p.m.
