2) Minute Number 002/09/FPG - Declaration of Members Interests (Parish Councillors)
There were no Declarations of Members Interests.
3) Minute Number 003/09/FPG - To confirm the non exempt minutes of the meeting held on 5th February 2009
Resolved: The Non Exempt Minutes of the Findern Parish Council Footpaths Working Group Meeting held on Thursday 5th February 2009 having been circulated were approved and signed as a true record.
Thanks were given to Joan Tidy for completing them in the absence of the Clerk to the Council.
4) Minute Number 004/09/FPG - Matters Arising
There was no Matters Arising.
5) Minute Number 005/09/FPG - Finance and Fundraising
Mary Ross MBE explained that this would be her last time in completing the finances for the Footpaths Group. This was due to the new Clerk to Findern Parish Council taking them over. She explained that this was down to the new rules and regulation. She explained that she had already been to see Nat West and had changed the name on the accounts to Findern Parish Council Footpaths Account and had picked up a new Bank Mandate form to be completed as soon as possible. Mary Ross MBE then read out the bank balances to date for information as follows.

Mary Ross MBE explained that there was still 1 unpresented cheque to Mrs Froggatt
Thanks were given to Mary Ross MBE for all her hard work, help and support in looking after the Footpaths Group money.
Liz Froggatt explained that fundraising money had been granted for £200.00 from the Relief in Need Charity. She explained that this money was to be used to install a pathway into Cardales Meadow.
Resolved: The Clerk to write a letter of thanks to the Relief in Need Charity. Cllr Bell replied that the cheque had been made payable to Findern Parish Council.
Resolved: The Clerk to resolve this matter and arrange for the money to be transferred into the Footpaths Group account.
Liz Froggatt explained that the Action Earth funding was on a first come first serve basis. She explained that the organisation had 900 lots of £50.00 to give out to applicants. She explained that she had already applied on behalf of the Footpaths Group due to the time scales involved. Seymour Bell had obtained authorisation for the applications. She had picked out 3 items that could be completed for £50.00 each and all three had been granted as follows.
· £50.00 for snow drop planting at Stanhope Hole Conservation Area on 18th March 2009 between the hours of 2pm and 4pm
· £50.00 for king cup planting at the Wetlands on 27th April 2009 between the hours of 10am and 12 noon.
· £50.00 for the sparrow post and the rapture bench on 27th July 2009 between the hours of 10am and 12 noon.
The only conditions of the funding was that the money had to be spent on what had been stated on the application, however the dates could be changed and there had to be a copy of the press release sent to Action Earth, a proof copy had been sent to the Clerk via email for proof reading. Resolved: The Dates were agreed as above.
Resolved: The Clerk to read through the press release and liaise with Liz Froggatt.
Liz Froggatt reported that she had a visit from Mr Cox and explained that he was much better. However he had been concerned that the Footpaths Group had not planted enough holly. Mr Cox had given half a dozen holly bushes (3 plain and 3 variegated) with strict instructions that they were to be planted close together.
Lis Froggatt asked the Clerk if the Minor Maintenance money had been received from South Derbyshire District Council. The Clerk replied not yet as it had only been posted that day, however she would keep the group informed of the progress.
6) Minute Number 006/09/FPG - Communications and Notifications
Liz Froggatt explained that today 5th March 2009 would be a positive meeting, however first she had some sad news to report. She explained that she had received an email from Peter Shackleton saying that unfortunately he was suffering from bladder cancer. Liz asked all the members to sign a get well card for him.
Resolved: Cllr Bell to arrange a get well soon card from the Parish Council.
Liz explained that she had received and email from Lynette Nash stating that she was grateful for the work on the footpaths and reserve by the canal and that both herself and her dog were enjoying the walks.
Liz explained that the All Saints Church had sent a letter stating that they want to do an Easter Festival and would like the Footpaths Committee to complete a small Easter display before the 12th April 2009.
Resolved: Liz to send a letter of acceptance and express the Committees willingness to participate.

Lis reported that she, Seymour Bell, Liz Lenton and Joan Tidy had attended a meeting with staff from British Waterways. She explained that they had now appointed a volunteer Co-ordinator, and British Waterways would be sending their own volunteer staff to help clean up and take rubbish away at the Big Derbyshire Clean Up to be held on 8th April 2009 on the tow path near the Nadee Restaurant.
It was also reported that there was lots of dog fouling near Potlocks Path. Resolved: The Clerk to take this matter to the Parish Council and request that a letter be sent to Willington Parish Council.
Liz asked if the 6 litter pickers had been ordered. Cllr Bell replied that it had been agreed at the last Parish Council Meeting but due to the change in the Clerk this had not yet been completed.
Resolved: The Clerk to order 6 litter pickers as soon as possible.
Liz explained that the Prison Service was coming to a meeting on 20th March 2009 at 2pm to look at the sites around the village to see if there were any tasks that the inmates could potentially complete.
Cllr Bell reported that he had been offered a French Horse Chestnut. He asked if the group could utilize this Resolved: Cllr Bell to accept the offer of the free Horse Chestnut Tree, but to ask if it can stay where it is planted at the moment until the autumn.
7) Minute Number 007/09/FPG - Evaluations
a. Do One Thing for Birds 18.02.2009
Liz reported that the Do One Thing for Birds day held on 18th February 2009 had been a fantastic afternoon thanks to Andrew Laxton and his staff. She explained that about 150 people turned up on the day and suggested that another event be planned for October 2009.
Thanks were given to Nev for the numbering of his flat pack bird boxes.
Peter Handley reported that he had some wood that he had cut down into about 60 pieces. This wood was to be used for bird boxes and would make about 30. He explained that the wood had been treated but not with creosote. Andrew Laxton explained that this wood could be used for bird boxes but not bat boxes. He explained that if the bird boxes were installed in the autumn they should have weathered by the spring when the birds needed to nest. Resolved: The next date for Do One Thing for Birds will be held on 28th October 2009.
Resolved: Lis Froggatt to arrange with Alan Wittington to make the bee boxes. Resolved: The Footpath Group to try and obtain funding to allow for the bee boxes to be given to the children free of charge. Resolved: If funding cannot be obtained a price to sell them to be agreed at a later date. Resolved: Peter Handley to try and make a jig before the next meeting to see how quickly the bird boxes can be made. Andrew Laxton to contact the gentleman with the owls to complete a display. Nev Froggatt explained that a grant application form could be completed for B&Q for timber towards the bird boxes.
. b. SD Environmental Forum, 04.03.2009
Liz Froggatt said that she thought the SD Environmental Forum Meeting was brilliant. She explained that she had a good chat with Eric Clayton at the Funding Workshop and other members had attended the Worms Workshop, which was also very interesting
Resolved: Nev Froggatt, Heather Hall, Sheila Hughes and Wendy Hithersay to compete the Opal Soils and Earthworm Survey on 11th March 2009 at Cardales Close commencing at 10am.
Liz Froggatt reminded the group that the next SD Environmental Forum would be held on 15th July 2009 at the Findern Methodist Church commencing at 7pm till 9pm. She asked as many of the members to attend as possible to lead the groups around the projects. Liz Froggatt explained that she had prepared a press release for the Burton Mail and asked the Clerk if she could proof read it.
Resolved: The Clerk to proof read the article as soon as possible.
Resolved: The Clerk to agree the article with the Parish Council at their next meeting.
8) Minute Number 008/09/FPG - Event Planning
a. Joint Activities with the Methodist Chapel and Brownies
Heather Hall reported that she had been trying to contact Mr Worrell but without success. Liz Froggatt replied that she should try and speak with Roy Millward.
Heather explained that she needed to set up a meeting with Sharon Lister the Brown Owl She explained that Sharon was bursting with enthusiasm but could not attend Thursday’s meetings due to other commitments.
b. National Forest Walking Festival
It was reported that there had been no further meetings.
c. Visits to Thistley Place and Calke Park
Liz Froggatt reported that the Thistly Place visit with the Dove Valley Community Group at the Thistly Meadow Project would be held on 24th April 2009, all members attending to meet at Lower Green at 9.30am to car share.
Liz Froggatt reported that the Calke Park Visit would be held on 3rd June 2009, all members attending to meet behind the Church at 7pm to car share. Members will meet up with Bill Cove the Warden at Calke Park in the main car park. The visit will last for 1.5 hours and members will see what happens at dusk at Calke. Members will be able to spot bats and moths etc. Members can take torches if they so wish.
Heather Hall reported that Steven Grimley the Chair of the Badger Group would be going round shortly and look for badger sets.
Resolved: Heather Hall to arrange a date and inform other members so that they may attend if they wish.
Nev Froggatt asked if any thought had been given to the committee purchasing a gazebo for future events. Wendy Hithersay replied that Costco had a brilliant one for £155.00 inc vat, they were even electronic.
Resolved: Wendy Hithersay to speak to the Clerk about the purchase of a gazebo.
Resolved: The Clerk to add the spending of the money to the Parish Council Agenda for a resolution to be passed.
Resolved: Once agreed Nev Froggatt to help Wendy Hithersay with the collection.
9) Minute Number 009/09/FPG - Public Rights of Way reports and stile replacements programme
Liz Froggatt reported on some good news. She explained that the contractors from South Derbyshire District Council were completing the stile replacement work on footpath 1. She explained that the work would last about one week. Mr Parnell a local farmer had offered the contractors a barn to store their equipment.
Resolved: Peter Handley to test/investigate the gate on Potlocks Path as cyclists were known to be wedging the gate open to get their bikes through then ultimately leaving it open. This could potentially be a problem if the sheep were to get out.
Liz Froggatt reported that she had mentioned the stile at Lower Green to David Adkins at South Derbyshire District Council. Once the other work on Priory Way had been completed David would then look into the other matters. She reported that the Priory Way work would cost about £3k, once this work has been completed David would like a meeting to discuss work required over the next 12 months.
Resolved: Date to be confirmed for meeting with David Adkins.
Liz Froggatt reported that David Adkins from South Derbyshire District Council had informed her that he had the availability of a metal bridge that could be utilized as a temporary measure to replace the damaged bridge on the canal. David also had a contractor that would be willing to deliver the bridge and crane it into place. However the footings would cost about £1k of which he could not fund, David was also looking into a diversion order as an alternative. Peter Handley reported that people were still using this bridge even though it had been closed.
The Clerk was asked if a reply had been received back from Mark Todd MP. Resolved: The Clerk to look through the handed over paperwork and track down the reply.

Resolved: Liz Froggatt to look into gaining funding for the £1k required for the installation of the footings for the bridge.
10) Minute Number 010/09/FPG - Group Newsletter
Liz Froggatt reported that the first Newsletter had been completed and sent out. The next Newsletter needed to be written by the end of April 2009, authorised at the Parish Council Meeting in May and then posted out. However it was suggested that different people needed to write the articles each time to put a different spin on things and make it more interesting. It was agreed that the first addition of the Newsletter was a very good attempt. Resolved: The Members of the group to think about a new name for the Newsletter.
Resolved: Liz Froggatt to speak with Carole Chapman for some ideas.
11) Minute Number 011/09/FPG - Wildlife Site Maintenance
Liz Froggatt reported that the seats and benches would need repainting and needed to purchase the equipment. The table needed to be oiled and this work would be completed when the weather is dry.
Nev Froggatt reported that the Parish Council Mower had gone away for maintenance.
12) Minute Number 012/09/FPG - Wildlife Bank
Heather Hall reported that two green Wood Peckers had been seen at Stanhope Wood. Peter Handley reported that he had seen a Gold Finch fly through the A50 tunnel. Nev Froggatt reported that he had seen a pair of Oyster Catchers at the Marina and 10 Geese.
Andrew Laxton replied that he would bring the sightings spread sheet that Debbie Alston had and would go through this with Joan Tidy and Liz Froggatt. Liz Froggatt asked the members to keep recording any sightings and reporting them to Joan Tidy.
Resolved: The Members agreed to bring at least 2 sightings to the meeting each month for Joan Tidy to report.
13) Minute Number 013/09/FPG - The Date of the Next Meeting and the Appointment of Chairperson for the next Meeting
Resolved: The Next Meeting of Findern Parish Council Footpaths Working Group will take place on 2nd April 2009 at the Parish Rooms commencing at 7pm.
